Economic Development

Economic Development is vitally important to Northwest Tennessee.  The attorneys of Lannom Coronado Haight PLLC represent businesses and communities with economic development opportunities, beginning with preparing and responding to requests for proposals through groundbreaking and completion of new industrial facilities.  We assist in navigating the path through economic development incentives, public finance, site acquisition, project construction completion, and facilitate effective collaboration with local and state agencies.  Economic development law draws upon experience in multiple practice areas, including municipal, real estate, tax, environmental, government relations, and construction.

Lannom Coronado Haight PLLC serves as counsel to The Industrial Development Boards of the Cities of Dyersburg, Newbern and Paris, Dyer County and Lake County.   They also serve as counsel to the Northwest Tennessee Regional Port Authority (Port of Cates Landing).   The experienced attorneys of Lannom Coronado Haight PLLC assist these entities and other industrial development boards and communities in structuring and documenting local incentive packages, coordinating and documenting incentives from the State of Tennessee, Tennessee Valley Authority or other sources, and complying with public hearing, open meetings, and other governmental laws.

In those cities and counties where we do not represent the local industrial development board, we apply our expertise to representing businesses in negotiating and documenting local incentive packages on their behalf, such as payment in lieu of tax (PILOT) transactions or tax increment financing (TIF) transactions, and we assist in securing and coordinating other local and state economic incentives for job creation and capital investment.  These incentives can be financial or non-financial in nature and may include property and other tax credits, infrastructure improvements, and work force training.

The Port of Cates Landing is designated as Foreign Trade Zone No. 283, and has the right to sublicense additional subzones in Northwest Tennessee.  In its capacity as counsel to the Port, Lannom Coronado Haight PLLC can provide information to persons interested in a foreign trade zone within the Port’s designated nine county area of Northwest Tennessee, as well as represent clients who may be seeking a foreign trade zone in other areas.
